Story
Susan Davis came to national office from San Diego civic life and the state Assembly, a Democrat who treated public schools as the first budget. The House seat covered neighborhoods that live beside bases and biotech parks.
She used the Armed Services and Education committees the way a careful member does: casework first, then a bill with a narrow, useful title. After two decades she left the chamber without much fuss.
