Story

Abram Shulsky spent a career arguing that intelligence is not a seminar. At the Pentagon’s Office of Special Plans he oversaw talking points that fed a war debate still unfinished.

He has also been a think-tank man — RAND, Hudson — writing about analysis, victory, and the limits of the social-science model. The work is contested. The résumé is long.
